Francis "Fran" Clark was a member of the Syracuse Chapter of the
New York State Certified Football Officials (NYSCFO) for over 20 years.
During a game that he was officiating in 1985, he suffered a heart attack and did
not survive. In his memory, the Syracuse Chapter has established the Francis Clark
Memorial Sportsmanship Award. This award is given annually to the school that
exemplifies superior sportsmanship amongst the schools that our chapter services. The school is
honored at the Chapter's annual banquet and members of the coaching staff from the
winning school are invited to attend the banquet and accept the plaque honoring their
school's achievement.
Joe Witowski Student-Athlete Award
Joe Witowski was a long-time official who was very active in the Syracuse
Chapter of the New York State Certified Football Officials (NYSCFO).
In the 20+ years that Joe was part of the association, he held numerous
positions on the executive board. Joe also served as a teacher, principal, and
head football coach for several years within the West Genesee School District. In 1993, the Syracuse Chapter established an award in the
memory of Joe. This annual award was established to recognize the
highest academically ranked senior football player from among the schools that the Syracuse Chapter services.
Larry Russell Award
The Larry Russell award is given to an outstanding official of the Syracuse Chapter of the New York State Certified Football Officials (NYSCFO) for service and dedication to the Chapter. In 1974 the Syracuse Chapter established an award in the memory of Larry Russell. This annual award was established to recognize service to our organization.
Bernie Andrews Award
In 2003, the Syracuse Chapter of the New York State Certified Football Officials (NYSCFO) established an award in the memory of Bernie Andrews. This annual award was established to recognize a member of the football community for contributions to Section 3 Football and the Syracuse Chapter.
New York State Merit Award
This award is presented to an official for their outstanding contributions to scholastic football. The merit award is presented by the New York State Certified Football Officials Inc. based on the recommendations of the Chapter’s Executive Committee and per the award guidelines of the State Association.
25 - Year Service Award
In1980 the Syracuse Chapter of the New York State Certified Football Officials (NYSCFO) established this award to recognize the active officials that have served for 25 years of service. |
